General Background on the completed Official Plan Review

A review of the Township’s Official Plan has been completed. This review included ensuring compliance with: the 2014 Provincial Policy Statement; source water protection policies and; the Official Plan for the United Counties of Leeds and Grenville. As the County has an Official Plan in effect, the County was the approval authority over the Township’s Official Plan. The initial public meeting was held on May 23, 2017 at 7:00 p.m. to consider revisions to the Official Plan. An open house on the draft Official Plan was held on Tuesday April 17th, 2018, 6:00 – 8:00 p.m. in the Council Chambers at 6544 New Dublin Road. A formal public meeting was held on Monday, June 25th, 2018 at 6:00 p.m. in the Council Chambers. The Official Plan was adopted by Council at their July 16, 2018 meeting as By-law 18-33. The Official Plan was approved by the United Counties of Leeds and Grenville on October 25, 2018.

What is the Official Plan?

The Official Plan is a key planning instrument that outlines the long term goals and objectives of the municipality in relation to land use planning. It is a statement about where and how development should take place now and in the future. It also defines the planning policies and land use designations such as Agriculture, Rural, Settlement Areas, Industrial/Business, Natural Heritage – Provincially Significant Wetlands, etc., currently in effect. The new Official Plan will guide land use and development to the year 2031.

The Plan includes text and maps which show how lands are designated or classified. To determine the designations of your property, please contact the Planning & Development Department.

Official Plans are required to be updated/reviewed every ten (10) years. The Township’s new Official Plan was prepared to be consistent with the Provincial Policy Statement (2014) and with the first United Counties of Leeds and Grenville Official Plan. The County is the approval authority over the Township’s Official Plan and its amendments.

Council, Township Committees and staff must have regard for the Official Plan when reviewing any planning application/proposal such as zoning by-law amendments, severances, minor variances, plans of subdivision, site plans, etc. An application must meet the Official Plan policies or it will not be approved. If an application does not conform to the Official Plan, an Official Plan Amendment could be pursued.
