The Official is a key planning instrument that outlines the long term goals and objectives of the municipality in relation to land use planning. It is a statement about where and how development should take place now and in the future. It also defines the planning policies and land use designations such as Agriculture, Rural, Settlement Areas, Industrial/Business, Natural Heritage - Provincially Signficant Wetlands etc., currently in effect.
The Plan includes text and maps which show how lands are designated or classified. To determine the designations of your property please contact the Planning & Development Department.
An Official Plan is adopted by Council and approved by the Province (Ministry of Municipal Affairs and Housing). Official Plans are to be updated every five (5) years.
Council, Township Committees and staff must have regard for the Official Plan when reviewing any planning application/proposal such as zoning by-law amendments, severances, minor variances, plans of subdivision, site plans, etc. An application must meet the Official Plan policies or it will not be approved. If an application does not conform to the Official Plan an Official Plan Amendment could be pursued. The Official Plan Amendment process is outlined in the Planning Act, R.S.O. and related regulations. For more information go to www.mah.gov.on.ca .

The new Official Plan for the Township of Elizabethtown-Kitley was verbally approved by the Ontario Municipal Board (OMB) on February 1, 2006, save and except for two (2) matters pending final resolution: (1) the designated SETTLEMENT AREA abutting the north side of Kilkenny Rd. in Pt.Lot 20, Concession 4, which as of February 1, 2006 is proposed to be designated RURAL and: (2) Ministry of Municipal Affairs and Housing Modification #24. A written ORDER of the OMB related to these two matters has been obtained.
Given the approval to the new Official Plan as detailed above, work on the new zoning by-law (which will implement the new Plan) has begun. The new Zoning By-law will specify detailed rules for various land use zones, such as permitted uses, minimum lot areas/frontages, minimum yard setbacks, height maximums, etc. and will also include “definitions” and other “general provisions” such as home occupation provisions, parking requirements for various types of uses, etc..
The first working meeting of the Official Plan Steering Committee to deal with the new zoning by-law held on Tuesday, February 28, 2006 at 4:00 p.m. in the Council Chambers in New Dublin. All Committee meetings are open to the public. Any submissions to the Committee can be directed to the Director of Planning & Development.

The New Official Plan, as approved by the Ministry of Municipal Affairs and Hosing was appealed to the Ontario Municipal Board (OMB). Refer to Council Correspondence Item H 09.12.05 (September 12, 2005 Council Meeting). Contact the Township office should you wish to receive a copy of this correspondence item.
New Official Plan has been approved, with modifications by the Ministry of Municipal Affairs and Housing, on July 21, 2005. (Notice of the Decision was issued on July 25, 2005 with the last date of appeal being August 15, 2005).
TAKE NOTICE that the Council of the Corporation of the Township of Elizabethtown-Kitley passed By-law No. 04-43 on the 12th day of October 2004, to adopt an Official Plan, pursuant to the Planning Act, R.S.O. 1990, Chapter P. 13, as amended.
The Official Plan is a planning policy document for the purpose of guiding the future development of the Township of Elizabethtown-Kitley. The Plan sets out various long-range goals and objectives for development and establishes policies with respect to the types and locations of various land uses, transportation and municipal services. The official Plan repeals and replaces the Official Plan of the former Township of Elizabethtown and former Township of Kitley, as well as all amendments thereto.
One parcel of land in the Township of Elizabethtown-Kitley is the subject of an application under Section 17 of the Planning Act for an amendment to the former Township of Elizabethtown Official Plan. The application has been appealed to the Ontario Municipal Board and is being processed under OMB Case No. 040530.
The Official Plan is being submitted to the Ministry of Municipal Affairs and Housing, which is the approval authority for the Plan.
